The Victorian Gambling and Casino Control Commission (VGCCC) has announced the next phase of its transformation program, introducing a series of system and process updates designed to modernise the state’s gambling regulation and streamline compliance for venue operators.
The changes, effective from 21 October 2025, include new employee ID cards, expanded use of the VGCCC digital portal, and a transition to Service Victoria login authentication.
From 21 October, the VGCCC will begin issuing updated identification cards. Existing cards will remain valid, and there is no need to request a replacement. New cards will be issued automatically upon renewal or replacement.
The VGCCC is progressively digitising PDF forms and lodging processes via its VGCCC Portal. Depending on licence type and activity, some users will still need to access both the existing Venue Operator Licence (VOL) Portal and the new VGCCC Portal during the transition period.
Venue licensees and operators should continue to use the existing portal to manage:
- Entitlements
- Buying or selling EGMs
- Premises approvals
- Green line and gaming room modifications
- Applications for gaming equipment and system variation approvals.
To facilitate the system upgrades, a temporary outage will occur from Friday 17 October to Monday 20 October 2025, affecting:
- The Venue Operator Licence (VOL) Portal
- Tip-off and complaints web forms
- Selected PDF applications being transferred to the VGCCC Portal.
Services are expected to resume on Tuesday 21 October. The VGCCC encourages users to lodge new applications after this date to benefit from improved digital functionality and progress tracking. Applications submitted prior to the transition will continue to be processed as normal.
From 21 October, all VGCCC Portal users will need to log in using a Service Victoria account. This includes existing portal users, who must ensure the email address registered with Service Victoria matches the address linked to their VGCCC account.
The move is part of a broader Victorian Government initiative to provide secure, centralised access to state digital services.
The VGCCC has published step-by-step registration instructions and is offering one-on-one assistance to help users set up their Service Victoria login. Venue operators can continue using their existing VOL Portal email address, and no changes are being made to the current VOL system.
