In recognition of an extraordinary contribution spanning decades, Lou Spagnolo, owner of Liquor Barons Carlisle and former LSA WA President, has been awarded Life Membership of the Liquor Stores Association of Western Australia (LSA WA).
Spagnolo’s leadership has shaped the state’s independent liquor retail landscape for more than 15 years as President of the LSA WA. His influence has been felt across every major policy reform, industry challenge and milestone, with peers describing him as a visionary, diplomat and tireless advocate for independents.
Presenting the honour on Friday night at the LSA WA Liquor Industry Awards, LSA WA CEO Peter Peck said the award recognises a man whose quiet determination and unwavering integrity have strengthened the industry for everyone involved.
“We’re here to thank someone who has gone above and beyond for this association and for the greater industry,” Peck said. “The person we are honouring tonight can only be described as visionary, diplomatic, hardworking and selfless. Lou personifies the ethos and spirit the LSA has strived to uphold for more than 70 years.”
Peck noted that Spagnolo’s conviction was pivotal in securing LSA WA’s independence from the national body – a move that reshaped the association’s future.
“It took enormous courage to say no to the chains and stand firm for the independents. That decision triggered an avalanche of positive change, allowing the LSA WA to become truly independent for the first time and to create a more level playing field across the state. Thanks to Lou’s leadership, we now have a healthy, sustainable industry that benefits everyone in the room.”
Even during the uncertainty of COVID-19, Peck said Spagnolo’s calm leadership was instrumental in ensuring the liquor retail sector was recognised as an essential service and able to keep trading.
“Lou has always been the steady hand on the tiller during rough times. He’s a master of negotiation, a source of fair and balanced advice, and a friend to so many of us in the industry,” Peck said.
Speaking with National Liquor News, Spagnolo said he was honoured to be recognised for his contribution to the industry.
“It’s incredibly humbling to be recognised by my peers in this way,” he said. “After so many years in an industry I’m passionate about, it’s both an honour and a privilege. I’ve always believed in the strength and value of independent liquor retailers, and to have contributed in some way to their success makes this recognition especially meaningful.”
Fifteen years of leadership and legacy
Over his record-breaking 15-year tenure as President of the LSA WA, Spagnolo has been a driving force in elevating the voice of independent liquor retailers.
“There have been many achievements, but what stands out most is helping to give independents a stronger voice in the regulatory and political space,” he said. “We worked hard to ensure our sector was heard on key issues – from licensing reforms to trading conditions – and that advocacy has helped create a more level playing field. Seeing smaller, community-based retailers thrive in a competitive environment has been a reward.”
Although stepping down from formal leadership, Spagnolo said he remains committed to the industry’s success.
“While I’m stepping back from formal leadership, I’m certainly not stepping away. I hope to remain an active advocate. I believe in the importance of industry unity, and I’ll continue to champion the value of independent, locally owned businesses.”
Looking ahead, Spagnolo said the future of the industry lies in continued innovation and connection with customers.
“Consumer expectations are shifting rapidly toward more personalised service and specialised products. Digital engagement and convenience are also key drivers. Independents will need to keep innovating, investing in staff training, and embracing technology to stay ahead. At the same time, regulatory challenges will continue, so being proactive and united as an industry remains vital.”
For the next generation of liquor retailers, his advice is simple but timeless.
“Stay connected – to your community, your customers, and your industry. Relationships are the foundation of success in this business. Be willing to adapt, but don’t lose sight of what makes independents special: local knowledge, personalised service, and a genuine commitment to quality.”
From steering LSA WA through reform and crisis to fostering collaboration and respect across all tiers of the industry, Spagnolo leaves an enduring legacy. His Life Membership stands as recognition not just of years of service, but of leadership that has elevated an entire sector.
